text of the petition

The German Parliament may be against the decision of the Innenmisterkonferrenz of 5 June 2009 decision, which provides for a "production and dissemination ban" of Action computer games.

justification

this is because on 5 June 2009 decision made by the interior ministers of countries
of a "production and dissemination ban" of Action computer games provide.
This decision is a reaction to the horrific massacre of a 17-year-olds in Baden-Wuerttemberg
Winnenden that the discussion about the impact of computer and
video games has been rekindled. (Pre) claims not to ban fast
complex aspects of such events needs, act on the contrary more and playing down
prevent a thorough work-up. I note with regret that the debate is dominated
of ignorance, controversy, lack of objectivity and prejudice, especially from the ranks
politics.
"Violent" media, however, are banned for good reason. But a basic
manufacturing and marketing ban of films and computer games for adults is from my point of view
contrary to Article 5
our Basic Law ("One is no censorship").
Rather, it is important to protect children and young people to protect content that is not released for their respective
age. In Germany, already Europe's strictest laws;
mid-2008, expanded the child protection law on the initiative of Federal Family Minister Ursula von der Leyen
again. Since 1 April 2003 provides the ESRB (Entertainment Software
self-control) computer and video games - similar to movies - with clear, conspicuous
age classifications, five percent of the 2008 games are audited on a
tailored adult audience and are therefore classified as "Not suitable for young".
This marking is a sovereign administrative measure by which the state authorities.
products that do not meet the strict criteria will not be marked and can be
therefore indexed by the Federal Department for Media Harmful to Young Persons ().

As a full-year civil and voter I urge you strongly ... •
the misleading and discriminatory concept of "killer games" from the political debate
to take.
• public confidence in the existing state child protection mechanisms
strengthened.
• improve the enforcement of existing laws and to ensure that children and young people
only computer and video games according to ESRB Wii
made available.
• Parents, teachers and educate the people in charge in promoting
to support media literacy.
• the computer and video game industry in Germany and especially the training in
to promote this promising careers.
